Purpose of Returning Officer Sittings

Returning Officers conduct sittings for the purpose of hearing claims, objections and other related matters with the aim of making appropriate revision to the Voters’ List.

The Sitting normally results in the Returning Officer making a determination as to whether or not an elector’s name is to be added or deleted from the Voters’ List.

The following are some instances where the Returning Officers shall summon interested parties to appear and to conduct hearings;

  1. If specific information or written objection is received by the Returning Officer that a person to whom a certificate of enumeration has been issued, is not qualified to be enumerated in respect of that polling division.
  2. If the Political parties/Scrutineers object to an elector being enumerated.
  3. If an Enumerator/Registration Officer refuses to enumerate an elector in accordance with the Rules.
  4. If an objection is made to a person who is on the Voters’ List.
  5. Duplication (It has been proven that the elector registered more than once.)
  6. If an applicant was identified as duplicated and was summoned to sittings and never appeared, and then turns up after the Sittings and Appeal period.
  7. Electors who request revision with name change(s) and where the information provided is regarded as questionable by the registration personnel.
  8. Continuous Registration
    1. Applicant not found for verification
    2. It has been proven that applicant does not live at specified address
    3. A registered elector is found to be underage

When sitting for the purpose of hearing claims or objections and other matters, the Returning Officer has the power of a Resident Magistrate in relation to the calling and the examining of any witness and the administering of an oath to any person.
